Position Description The City of Walnut Creek is recruiting
for a Senior Planner to work in the Planning Division of the
Community and Economic Development Department. This position will
be primarily working on complex long-range planning projects, as
well as grant-funded policy initiatives, ordinance updates related
to changes in state planning and zoning laws, and permit
streamlining and other related internal process improvement
The Planning Division anticipates a sustained level of public
interest in both long-range and current planning development –
particularly for housing and mixed-use developments. The City
Council has also adopted several work program assignments for the
Planning Division intended to enhance the economic and social
wellbeing of the City, and in response to the on-going evolution of
state planning and zoning laws related to housing development in
response to the state’s housing crisis.

Representative Duties Under administrative direction, the Senior
Planner position performs professional current, advanced,
environmental, housing, and/or transportation planning work and
related work as required.
Plan, organize, and coordinate an assigned aspect of the City's
current land-use planning, long range land-use planning, or

objectives; establish schedules and methods for assigned program
area; implement policies and procedures.
Plan, prioritize, assign, supervise, and review the work of
staff involved in current land-use planning, long range land-use
planning, or transportation planning.
Evaluate operations and activities of assigned responsibilities;
recommend improvements and modifications; prepare various reports
on operations and activities.
Participate in budget preparation and administration; prepare
cost estimates for budget recommendations; submit justifications
for staffing, projects, and related activities; monitor and control

staff training; work with employees to correct deficiencies;
implement discipline procedures.
Review assigned projects and design project methods and
procedures; gather, analyze, and interpret data relating to local
social, economic, population, housing, development, environmental,
zoning, transportation, traffic, and land use issues; prepare
comprehensive reports and recommend courses of action.
Provide advice and information to the general public and
developers regarding applicable codes, regulations, and
requirements; clarify and ensure conformance to City codes and
regulations; participate in or conduct conferences with developers
and property owners, and resolve differences that may exist between
them and City codes.
Make oral presentations to the City Council, City Commissions,
and citizen groups.
Prepare long range plans, special reports, studies, and
correspondence as required; recommend changes to City codes,
regulations, and policies.
Attend meetings of regional and other government agencies on
topics affecting the City; analyze policies of other jurisdictions
and attempts to resolve regulation and policy conflicts among

Perform related duties as assigned. Qualifications Guidelines
Education and Experience : A Bachelor's degree from an accredited
four-year college or university with major coursework in urban
planning, architecture, public administration, housing,
transportation planning, or a related field, and a minimum of three
years of professional municipal experience in the assigned field;
or any equivalent combination of education and experience that
provides the knowledge, skills, and abilities listed below:
Special Requirement : Possession of, or ability to obtain prior
to employment, a valid Class C California Driver's License and a
good driving record.
Ideal Candidate: The ideal candidate will have a zeal for
public service, strong project management and team leadership
skills with a proven ability to direct the work of consultants and
other staff, and a demonstrated awareness of and commitment to
alternative or innovative strategies for public outreach and
engagement through the use of the Internet, social media platforms,
Geographic Information Systems or other such tools. The Senior
Planner should have an extensive working knowledge of federal,
state and local law as it pertains to city planning; the ability to
perform complex planning studies and assist in program
administration; ability to make effective oral and written
presentations using state of the art technology; ability to
interpret and apply complex standards and guidelines; and to
establish and maintain cooperative and effective relationships
while ensuring quality customer service and efficient project
management for the benefit of both internal and external
Knowledge, Skills, and Abilities:
Thorough knowledge of Federal, State and local laws, and best
principles and practices, related to planning, zoning,
transportation planning, environmental planning, and/or code
Thorough knowledge of research methods employed in the
collection, evaluation, and presentation of data.
