We are searching for a Payroll Manager who will be responsible to
oversee payroll staff and representatives, ensuring that all
processes are executed appropriately and in a timely manner for our
multi-state clients. The Payroll Manager operates as the subject
matter expert and escalation point to resolve issues and
continuously looks for improvements in operation processes and
designs and implements those initiatives. Optimizes the
contribution of the team through coaching, counseling and
implements workable solutions to business issues/problems with
minimum referral to management. Manages effective internal/external
client relationships within own area of responsibility and builds
new payroll client relationships.
Duties and Responsibilities:
Interpret day-to-day business objectives and preparation/execution
of operational practices/work programs.
Supervise payroll staff and prepare work schedules to ensure
appropriate coverage.
Assist in monitoring workload and evaluate direct reports and may
review the evaluations/development plans of others.
Train team members on new or enhanced operation procedures and
policies, implement quality control.
Perform daily payroll department operations, work directly with
data processor to coordinate various phases of the payroll process.
Cover for team members in back-up role for vacation and/or high
volume work efforts.
Ensure accuracy of payroll records by maintaining database with
updates in status changes, tax withholdings, benefits deductions,
time off accruals, etc.
Prepare new clients for conversion from current payroll company to
TWD Payroll, includes setting up clients, employees/employee
information, client banking, and register with NatPay/EFTPS if
necessary.
Have working knowledge of NatPay, EFTPS, ACH and online
enrollment.
Prepares correspondence of a technical nature pertaining to client
payroll issues.
Research, analyze and resolves payroll issues with clients and
clients' staff.
Acts as liaison with company staff, partners in answering
questions, providing alternatives and facilitating
decision-making.
Coordinates schedules and conducts training sessions for department
staff, explain payroll policies and procedures, state and federal
regulations and laws.
Coordinates and interacts with federal and state agencies on behalf
of the client.
Process payroll documents in accordance with existing policies and
procedures.
Process state and federal quarterly returns thru year-end W-2,
W-2c, etc.
Perform other duties as assigned, including work in other
functional areas to cover absences or relief, to equalize peak work
periods, or otherwise to balance the workload.
Qualifications:
4 year degree in Business or Accounting, or other similar
degree
Minimum of 3 years of payroll experience.
Minimum of 3 years of fast paced customer experience.
Experience in budget development and management.
HR experience preferably in an operations environment.
Ability to effectively supervise team members and work as a member
of that team and organize work activities for other members of the
team
Skills:
Knowledge of state and federal wage and tax laws, and overtime
requirements.
Ability to maintain confidentiality and exercise extreme
discretion
Excellent problem solving/judgement skills, and high level of
attention to detail and accuracy
Strong organization skills, and the ability to work under
pressure
Demonstrate good judgement, approachable and professional
Qualifications
AA Degree in Business or Accounting, or other similar degree
3 - 5 years of payroll processing experience working with multiple
entities
3 - 5 years bookkeeping experience in a tax environment helpful
Other Information:
This position can be in office or hybrid
Our office location is at 165 Lennon Lane in Walnut Creek in the
Shadelands office park area

$30.00 - $40.00 per hour
