Annually based on experience and qualification Job Summary This
position serves as a high-level expert who acts as the owner's
advocate and extension, managing complex public projects from
concept to completion, focusing on owner's interests, budget,
schedule, quality, and risk, blending strategic oversight with
detailed project management to ensure project goals align with
owner objectives. This role provides program-level coordination,
project management leadership, and advisory services to support
clients in delivering complex public works infrastructureutilizing
collaborative delivery methods such as CM/GC, Progressive
Design-Build, and Fixed Price Design-Build. The position requires
strong communication, stakeholder coordination, and project
controls expertise, as well as the ability to guide clients through
technical, contractual, and administrative aspects of project
delivery. Responsible for leadership and management of a team, as
required to fulfill the contractual responsibilities to clients and
projects. Responsibilities including but not limited to: Direct and
manage multidisciplinary project teams. Act as the clients
representative and technical advisor throughout the project
lifecycle. Guide owners through collaborative delivery procurement
processes, including RFQs/RFPs, evaluation criteria, scoring, and
contract development. Provide contract administration oversight,
ensuring compliance with owner standards, state/local regulations,
and procurement requirements. Prepare decision-support materials,
technical memos, evaluation matrices, and briefing documents for
client leadership and governing boards. Manage projects and
programs of various size and scope, including treatment plants,
pipeline systems, pump stations, and associated facilities. Manage
projects by analyzing reports, maps, specifications, drawings,
tests, photographs, Prepare or direct preparation of correspondence
between contractor and owner and designer including submittals,
requests for information, change order requests and design
clarifications Negotiate change orders and recommends acceptance by
the owner/client Lead project planning, scoping, budgeting, and
scheduling efforts. Monitor team and subcontractor performance,
ensuring alignment with project goals, quality expectations, and
contract requirements. Facilitate collaborative delivery work
sessions, design reviews, risk workshops, value engineering, and
cost reconciliation meetings. Lead public presentations, internal
workshops, and project status meetings. Maintain clear, consistent
communication on project goals, risks, progress, and changes.
Oversee and track project budgets, cost trends, forecasts, and
funding allocations across multiple projects or a program
portfolio. Manage schedule development, milestone tracking, and
critical path monitoring. Prepare monthly reports, performance
dashboards, and documentation for audits, funding agencies, and
executive leadership. Review pay applications, change orders,
earned value analyses, and contingency drawdowns. Provide guidance
on constructability, risk management, cost modeling, design review
processes, and commissioning planning. Support clients in
evaluating technical proposals, price components, design
alternatives, and construction methodologies. Assist with
permitting strategy, environmental compliance, and utility
coordination. Analyze construction claims related to additional
compensation and time Position will periodically require travel
between project sites; it is the individuals responsibility to
provide their own transportation for such purposes Knowledge,
Skills and Experience Must have graduated with a bachelors degree
in engineering, construction management, project management, public
administration Must possess a professional certification (PMP, CCM,
DBIA, PE). 10 years of experience in project management,
construction management, or engineering for water/wastewater
infrastructure. Experience working with or for public utilities or
municipalities is preferred Experience with collaborative delivery
(Progressive Design-Build, CMAR/CMGC) strongly preferred.
Background in owner advisory, consulting, project controls, or
capital program management is highly valued. Strong project
controls, budgeting, and cost management capabilities. Excellent
communication skills with the ability to present complex
information to public-sector leadership. Ability to manage multiple
concurrent projects within a portfolio. Knowledge of public
contracting, procurement requirements, and capital program
processes. Must be able to work both independently with minimal
supervision as well as within a team atmosphere in order to manage
multiple tasks and deadlines Ability to make intelligent decisions
while working under pressure and when faced with unexpected
occurrences or delays Responsible for staff professional growth and
engagement Proficiency in PM software (MS Project, Primavera, or
similar) and collaborative delivery documentation tools. Must be
able to speak fluent English as well as write grammatically correct
English Thorough understanding of contract, plans, specifications
and state and local regulations This position requires a working
knowledge of Office 365 Knowledge of ProCore or similar
construction management software and Primavera P6 scheduling
software is desirable
