together.Role description:The QAO develops, plans, executes, and
manages the District's construction quality assurance program for
the project.
The quality assurance program is a system of procedures that define
planned and systematic activities executed in the course of a job
to fulfill the project's quality requirements.
Develops project-specific quality assurance program, manages
quality assurance material testing, reviews technical submittals
for conformance with the contract documents, reads and interprets
technical specifications, recommends to District's Project Manager
issuance of Deficiency Notices for non-conformances, and monitors
the construction contractor's execution of their quality control
plan.
Attends as the District's primary representative the Contractor's
QC preparatory, initial, and follow-up phase meetings for each
definable feature of work.
Reviews and approves Contractor quality control, Construction
Quality Assurance Inspectors, and District quality assurance daily
field reports.
Reports to the District's Project Manager.Role
accountabilities:Providing construction leadership through all
phases of projects up to and including managing project teams'
daily construction activities, managing contracts, maintaining
QA/QC requirements and approaches, while providing clients with
regular progress updates. -Monitoring performance of contractors,
and informs the clientof any related issues including any changes
or deviation from plan, on a regular basis.Experience working at an
operational water or wastewater treatment plantSupervising and
supporting the work of others.Ensure overall success of project
delivery while maintaining Arcadis standards and specifications for
project success.Act as a liaison to design staff for obtaining
field information related to the answering of correspondence, RFI's
and review of shop drawings.Qualifications & Experience:Required
Qualifications:15 or more years of construction experience on water
/ wastewater plants & facilitiesBachelors' degree in Engineering,
Construction Management, or related field of study.A California PE
or CCM -US Army Corps of Engineers Construction Quality Management
CertificationThe Quality Assurance Officer shall possess a current
license as a civil, structural, mechanical, or electrical engineer
in the State of California and/or a be a Certified Construction
Manager (CCM) as certified by the Construction Management
Association of America.At least three (3) years of recent
experience using CM software systems and experience with KAHUA
preferredPreferred Qualifications:12+ years of construction
experience specifically related to water or wastewater
facilities.At least 5 years of experience as a Resident Engineer or
Construction Manager on a $50+ million water/wastewater project in
California.ACI Certification.Experience with concrete placement
including mass concrete.Masters' degree in Engineering OR
Construction ManagementExperience providing construction management
services on one (1) project of at least $50 Million.Proven
excellence with Client Management and Client Development and must
have strong communication skills with leadership
experience.Proficiency with the MS Office Suite (particularly Word,
Excel, and PowerPoint).Continue your career journey as an

The salary range for this position is $127,000
